The climate.
Mean annual temperature of 26.7 °C with about 1,733 mm of rain, measured against NOAA's 1991–2020 normals. Warm year-round, green rather than arid, and on the Atlantic side of the island rather than the hurricane-prone south-east.
Cabrera was founded on 1 July 1891 as Tres Amarras, and renamed for General José Cabrera, a leader of the 1863 Restoration War. It has been a farming and fishing town for over a century, and it still is.
That matters more than it sounds. Most of the Dominican coast was sold to tourism one resort at a time. Cabrera's economy runs on cattle, meat, milk, coconuts and rice — which means the town did not have to reshape itself around visitors. The result is a place with a working centre, a market that serves locals, and beaches that are not owned by a hotel.

Cabo Francés Viejo National Park sits at El Bretón, in Cabrera itself — coastal cliffs, trails, and a headland that keeps a stretch of this shoreline out of development permanently.
Two international airports already serve the corridor: El Catey/Samaná (AZS) about 65 minutes east, and Puerto Plata (POP) about 90 minutes west. You can land, drive, and be at the water the same afternoon.
It is not Punta Cana. There is no all-inclusive strip, no casino floor, no English-only service economy. If you want that, this is the wrong town and we will tell you so.
